What makes Cadre Control different?
Cadre Control personnel have broad international experience in a
wide range of areas related to company security, including British
special forces, elite police units, military intelligence, forensic
accounting, governing compliance, strategic planning, crisis communications
and media relations. We take a broad and principled approach to
security risk assessment and risk reduction for our client organisations.
We are very focused on emerging threats that are increasing in magnitude
as a side effect of globalisation, increases in all forms of terrorism,
and increased geographic and financial complexity in organisations.
We are not narrowly oriented toward financial risk, nor do we focus
solely on human resource related issues. We work closely with executive
management to provide high-level security assessments and solutions;
to train individuals, teams, and executive management in security-related
crisis response; and to provide a rapid response capability in emergencies
outside the usual scope of an organisation’s routine work.
Cadre Control is also dedicated to maintaining the “quietly”
part of our commitment to you, “quietly effective”.
We do not seek widespread public attention for our company or for
ourselves as managers and employees. We do understand that there
are times that public attention is needed, but this is usually for
our clients rather than ourselves. For instance, in specific instances,
we can help you obtain press attention for efforts you undertake
on our advice; such attention not only reassures stakeholders, it
also may help encourage those seeking targets to bypass your company.
However, it is not our goal for Cadre Control itself to be mentioned
publicly in most instances.

Does Cadre Control provide solutions
for all security problems?
We are not primarily focused on security-related devices, or providing
large numbers of people for long-term, routine work. We are actively
involved in solving problems where these and other approaches become
part of an overall solution that improves your ability to operate
safely and profitably.
We have developed strong relationships with many clients working
at a strategic level more than a tactical one. While our initial
engagement with a client often involves addressing a specific short-term
need, many clients use Cadre Control as part of their long-term
planning to continually improve their risk profile and their ability
to deal with any crises that can occur.

Why is Cadre Control involved
in training?
While we work on a wide range of organisational security activities,
we find that training is often neglected, and it is an area to which
we like to bring special attention. Identifying training needs and
providing or supervising training services allows us to help our
clients steadily improve their own ability to deal with security
threats and has positive side effects in morale, readiness and even
retention. Being involved in training services reflects our philosophy
of not making our clients dependent on us for routine operations
but instead for us to be involved in the areas where we can make
the greatest difference.

How can Cadre Control
help a business facing increased risks overseas?
A company that has operations and offices overseas finds that several
factors combine to make it more insecure about the risks it faces
in doing business. Insurance costs rise and insurance becomes harder
to obtain. Employees express reluctance to work in or travel to
areas where terrorist attacks have occurred or been threatened,
or where governmental agencies have issued security warnings. Absenteeism,
turnover and requests for transfers increase.
Possible solution: A security audit of
international operations and identification of high-risk areas is
undertaken. Insurance terms are renegotiated on a positive basis
for the company. Affected employees are interviewed and concerns
identified. Adjustments in human resource policies to address concerns
are quietly made, and some employees offered transfers away from
areas of concern, with others recruited to substitute. Procedures
for responding to alerts are defined and implemented. These moves
are communicated internally and channels opened for information
and concerns.

Does Cadre Control handle
threats against other employees?
An employee in a branch office issues a thinly veiled threat to
another employee over the company e-mail system. This employee is
said to have made additional, verbal remarks that cause concern
among co-workers. While the employee's performance is adequate,
the performance of co-workers is slipping, and tension within the
department is perceived to be rising.
Possible solution: An investigation of the employee's background
uncovers past problems which were not volunteered before employment
was offered. The employee is offered a small settlement to leave
voluntarily. Security in the department is increased for several
months, and the employee's manager and the co-worker who received
the threatening note receive some protection at home as well.

with unethical conduct?
A partnership with a partly government-owned company founders as
new regulatory requirements are imposed, a tax investigation is
undertaken, and the partner company seeks changes in terms on ongoing
supply arrangements. A marginally profitable situation with seemingly
boundless future potential slips into loss, and key executive support
for the venture begins to erode.
Possible solution: Negotiations for another
possible venture within the country are put on hold, and friendly
governments are asked to inquire about the problems with opposite
numbers in the host government. Supply arrangements are changed
in a way that addresses concerns while having a neutral effect on
profitability, and tax and regulatory problems are resolved at relatively
minor expense.

How can Cadre Control
help with post-traumatic stress?
Two employees are injured in a terrorist bombing over a weekend
during a business trip to a country that is known to suffer from
such incidents. While not specifically targeted in the attack, the
employees are deeply affected even after they physically recover,
and colleagues who have previously visited the country on business
are reluctant to return.
Possible solution: The directly affected
employees participate in specialised counselling from an expert
in such situations. All employees involved receive group and individual
training in awareness of dangerous situations and constructive responses
when a problem does occur. Travel schedules are rearranged to avoid
weekend stays.
